Marco Rural Water Company Water System Improvements

Project and Bid Information

The Marco Rural Water Company (Owner) is requesting Bids for the construction of the following Project: Water System Improvements

Bids for the construction of the Project will be received at the office of Hanna Engineering located at 2412 Pisgah Road, Florence, SC 29501 until Thursday, August 22, 2024, at 2:00 pm (Contracts 1A and 1B), 2:30 pm (Contract 2) and 3:00 pm (Contract 4) local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Contract 1A consists of constructing a new driveway, completing rough grading and installing erosion control measures for the groundwater well on the US Highway 501 site.

Contract 1B consists of constructing a new groundwater well on the US Highway 501 site.

Contract 2 consists of constructing a new 500,000-gallon elevated storage tank, piping, valves and all associated appurtenances on the US Highway 501 site.

Contract 4 consists of constructing approximately 14,400 linear feet of 10” PVC water line, 12” HDPE water line and all associated appurtenances along US Highway 501.

Bids will be received for four separate Contracts. Bidders submitting on multiple contracts shall submit each bid in separate sealed envelopes. Bids shall be on a unit price basis, with additive alternate bid items as indicated in the Bid Form.

The Project has an expected duration of Contract 1A: 30 days, Contract 1B: 180 days, Contract 2: 400 days, Contract 4: 120 days.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours 9 a.m. and 4 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Printed copies of the Bidding Documents may be purchased from the Issuing Office during the hours indicated above, upon payment of a non-refundable charge for each set. Make checks for Bidding Documents payable to “Hanna Engineering”. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery service. Instructions to Bidders: For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

American Iron and Steel: Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract:

This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP) (Grant No. A-23-C127), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by the federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government. Respondents on this work will be required to comply with all applicable federal regulations. Bidders must comply with all applicable state and federal requirements identified within the bid documents. RIA must be allowed to review and approve all information submitted by the bidder prior to issuance of a contract Notice of Award.

Any prospective bidder, offeror, contractor or subcontractor who is aggrieved in connection with the solicitation of this contract may protest to Engineer (or) Owner in accordance with Section 11-35-4210 of the SC Code of Laws, within 15 days of the date of issuance of the Notice of Intent to Award.

Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240.

Bidder must make positive efforts to use small and minority owned businesses.

No bid will be considered unless the bidder is legally qualified under the provisions of the South Carolina Contractor's Licensing Law to perform the type of work specified.

Contractors shall have classifications as required.

No bidder may withdraw the bid within 90 days after the actual date of the opening and thereof.

The Owner reserves the right to waive any informalities or to reject any or all bids.
